In other news, the recently passed Infrastructure Investment & Jobs Act (IIJA) authorized five years of federal investment in the water and wastewater sectors. The 2022 allocations alone are an estimated $153M in WA, $92M in OR, and $63M in Idaho through the SRF programs. It is a staggering sum that will grow each year for the next 5 years.
This presents a generational opportunity to build and upgrade treatment plants to state-of-the-art facilities. New technology, equipment, and instrumentation can reduce the energy and chemical footprint of our facilities, while lowering operating costs and maximizing the recovery of resources and energy from the influent.

Shelly McMurray, Clean Waste State Revolving Fund (CWSRF) Coordinator
Shelly has worked for the Washington State Department of Ecology for 26 years in various positions, working on projects to reduce waste, promote sustainability, and protect and improve water quality. She has served in her current position as the Clean Waste State Revolving Fund (CWSRF) Coordinator in the Water Quality Program since 2012. Her duties include work on programmatic issues, financial aspects of the program which includes a focus on improving Ecology’s loan data management, tracking and cash flow projections, and is Water Quality’s liaison with EPA on CWSRF.
MaryAnna Peavey, Grants & Loans Bureau Chief, Idaho DEQ
Born and raised in Twin Falls, Idaho. MaryAnna is a Certified Public Manager and attended the University of Idaho receiving a B.S. in Finance, B.S. in Economics, and a minor in International Business. Worked in the financial industry for 10 years, Non-profit industry for 5 years, and DEQ for 12 years. She serves as a Federal Board Member on the Environmental Finance Advisory Board and a Tri-Chair on the State Grants Subgroup for the Environmental Council of States.
Chris Marko, Program Coordinator for the Oregon Department of Environmental Quality Clean Water
State Revolving Fund
Chris Marko is a native Oregonian who has a passion for protecting environmental quality and quality of life for communities in Oregon. He holds a Master of Arts degree from the University of Oregon Planning, Public Policy, and Management Department (PPPM) in Public Affairs, focusing on Natural Resource Management and Community Economic Development. Chris has 30 years of experience working for local government and non-profit organizations in the areas of land use, affordable housing, energy, infrastructure, community economic development, and advocacy. He has extensive experience with training and technical assistance for communities to plan, develop, finance and manage water and wastewater systems. In 2011, Chris received the national Ron Shaffer Award for Collaborative Leadership for his work in program and policy coordination at the state and national levels.
Steve Dye, Legislative Director, Water Environment Federation
Since 2011 Steve Dye has served as Legislative Director for the Water Environment Federation (WEF). Steve represents the Federation before Congress and federal agencies, monitors key legislation and federal policies, develops and executes legislative strategies and proposals, and maintains WEF’s excellent reputations before public and private interests in the water sector. He also leads WEF’s Water Advocates Program, a grassroots program designed to train and mobilize WEF members to advocate for water issues before federal, state, and local officials. Prior to joining WEF he was held senior positions for members of the U.S. Senate and House of Representatives, as well as lobbied on behalf for water sector public and private entities.
