What account does a permit holder need?
On May 14th, water quality permits, like NPDES permits for sewage treatment plants, went live in DEQ’s Your DEQ Online (YDO). This means that cities and special districts who have these permits can set up accounts for themselves in YDO and link to their permits. We have a schedule of training to roll out that will eventually let these permit holders use YDO to submit discharge monitoring reports and other required reports and submit renewal applications online.
The city or special district should set up a Responsible Official (RO) account in YDO using a city or special district email address. This is the account that will be used to officially submit reports and other documents on behalf of the permit holder. YDO also allows consultant accounts which can be used by people who provide information to the Responsible Official within the YDO environment, but the Responsible Official will still review and submit the information from their account. An example of people who might have a consultant account associated with a permit are contract lab staff or contract operators.
People who hold wastewater operator certifications issued by Oregon DEQ have personal RO accounts that they have set up with their personal details: such as their home address and personal email account. Certifications are issued to a person and stay with that person, regardless of where they work. Please keep your personal RO account separate from the facility account. NEVER use a wastewater operator certification RO account to submit documents related to a facility permit. Instead use the facility permit holder’s RO account. This way, personal information about the operator is not directly tied to the permit.
